VotCare Program
The Australian Government has introduced a package of measures to combat people trafficking and this includes a support package for the victims.
The Support for Victims of People Trafficking Programme is funded through the Department of Families, Community Services and Indigenous Affairs FaCSIA) and is administered through the Office for Women. In March 2004, Southern Edge Training won the tender to provide services under the programme through to June 2007.
People trafficking is a global problem and believed to be one of the fastest growing forms of international crime. It involves the transporting of people from overseas countries into Australia, often through false or deceptive promises. To date, victims have been trafficked predominantly to work in the sex industry. Victims of trafficking will often remain in a bondage situation within Australia until they can repay exorbitant debts to the people who brought them into the country. They are often forced to endure conditions and situations that they didn't expect when they were being induced to travel to Australia. Many victims are vulnerable and come from highly disadvantaged socioeconomic backgrounds.
The Australian Government believes the most effective way to deal with the crime of people trafficking is through successful prosecution of the perpetrators. The Support for Victims of People Trafficking Programme is intended to assist with this process by ensuring that trafficked persons who are prepared to assist with the investigation or prosecution of perpetrators are provided with appropriate support and assistance.
The services provided under the programme are divided into two phases and are tailored to meet the needs of each individual. This assists the victim to regain control of their life and to make informed choices including mental and physical health outcomes and an understanding of their legal situation and immigration status.

- Special Benefits allowance
- Long term accommodation and furniture
- Bank accounts opened
- English classes
- Vocational training
- Employment
- Social networks
- Case manger contact
- Court support
- Legal assistance
The program is developed for each client individually and implemented through an intensive case management system. This ensures the client receives the appropriate services and support required at anytime throughout their involvement with the program.
